ST. LOUIS — A former inmate from St. Louis is suing the Louisana Department Health and Hospitals secretary, citing alleged violation of human rights.

Rayfield Joseph Thibeaux filed a complaint Aug. 7 in the U.S. District Court for the Eastern District of Missouri St. Louis Division against Rebekah E. Gee, alleging that the Health and Hospitals secretary violated the Fourth and 14th Amendments to the Constitution.

According to the complaint, the plaintiff alleges he suffered for being electronically monitored even after his release from prison. The plaintiff holds Rebekah E. Gee responsible because the defendant allegedly illegally implanted surreptitious monitoring device in his rectum.

The plaintiff requests a trial by jury and seeks actual and punitive damages.
