Federal prisoner sues Camp Springfield for forced medication practices

KANSAS CITY –  Joel Manuel Taylor filed a demand for jury trial on April 23 in the U.S. District Court for the Western District of Missouri from the U.S. Medical Center for Federal Prisoners, Camp Springfield, alleging staff members are threatening his life by way of forced medication. 

The complaint alleges psychiatric staff members are violating a federal court order to not force-feed psychotropic drugs to Taylor.

The plaintiff contends the defendants, "are upset because the court denied their request to administer (Taylor) psychotropic drugs because it is apparent special interest pay them to administer the drugs," according to court documents. 

One of the defendants, Dr. Rice, allegedly told Taylor that he has to take the psychotropic drugs and "(doesn't) give a damn whether the court denied their forced medication request," according to court documents, which referred to each doctor only by his or her surname.

Taylor alleges the doctors refuse to administer the anti-viral medication he needs to combat HIV, which he argues that federal guards accidentally infected him with while at Camp Springfield in August 2006. 

Taylor sued the guards through a court-appointed counsel, whom Taylor alleges offered him a $3 million deal to sign over his lawsuit. Taylor refused the deal. He believes the guards are retaliating against him because an order was entered in his favor. 

The complaint further alleges the guards have instructed inmates to assault Taylor physically and construe it as a fight. By doing so, guards have successfully extended Taylor's stay at Camp Springfield. 

Guards also deliberately put Taylor in solitary confinement whenever he refused to give up his court documents, the complaint alleges. While in solitary, Taylor claims guards "deliberately put urine, feces, and roaches in (his) food as part of punishment," according to court documents. 

"They will finally kill me if no measure is taken to remedy this ugly situation," Taylor wrote in the complaint. "I don't want to die."
