City of St. Louis and an officer sued for use of excessive force

ST. LOUIS -- St. Louis' police department is accused of assaulting a man at a BP gas station.

Bryan Boyle filed a federal complaint on July 29 in the U.S. District Court for the Eastern District of Missouri against Brandin Neil and the City of St. Louis for violations of the Fourth and Fourteenth amendments.

According to the complaint, on August 8, 2019, at a BP gas station, Boyle was present as a customer purchasing food and a beverage. While waiting to pay for his items, Boyle was allegedly assaulted and beaten in the face with handcuffs by then-St. Louis City Police Officer Brandin Neil for no reason, the suit claims.

During the assault, Neil allegedly violently beat Boyle in the face with metal handcuffs. Boyle alleges to have suffered physical pain and suffering, and emotional injury. Neil is now facing charges of felony assault, as the whole incident was video recorded, the suit says.

Boyle seeks compensatory damages, punitive damages, attorney's fees and cost of suit. Boyle is represented by Evelyn C. Lewis.
