ST. LOUIS - Nikki R. Neel and Brandi Childers Rodgers filed a federal lawsuit on Dec. 3 in the Eastern District of Missouri against the City of Cape Girardeau, Cecil Ray, Jacob Monteith, Matthew McAlister.
