Child accuses St. Louis City School District of denial of free education

ST. LOUIS — A minor child with disabilities is suing St. Louis City School District, citing alleged denial of free education.

D.L., by his parents and next friend, Frances Landon and MollyJayne Landon, filed a complaint June 22 in the U.S. District Court for the Eastern District of Missouri Eastern Division against St. Louis School District alleging it violated the Individuals with Disabilities Education Act.

According to the complaint, the plaintiff alleges that as a result of the defendant's acts, the plaintiff's parents were forced to enroll him in a small private school. The plaintiff holds St. Louis School District responsible because the defendant allegedly denied occupational therapy services, failed employ the legal standards for determining free appropriate education and denied reimbursement for his parents' payment of private school tuition and expenses.

The plaintiff seeks compensatory educational services, award for his parents' costs expenses and attorney's fees and such other just and proper relief. He is represented by Thomas E. Kennedy III of Law Offices of Thomas E. Kennedy III LC in St. Louis.
